Section 3. Special Assesments for Capital Improvements. "The Association may levy a Special Assessment (for Capital Improvements)
provided that any such assessment shall have the assent of two-thirds (2/3) of the votes of each class of members who are voting. If the speciall assessment is required for the golf course, that assessment shall be made solely as against Members who have golf privileges."
